STEP FORWARD IN THE FIELD OF EDUCATION BY BIHAR GOVT. EVERY STATE GOVT. SHOULD FOLLOW BIHAR

Class IX, X students to teach the illiterate

: In a bid to eradicate illiteracy in Bihar, the state government has decided to rope in 10.5 lakh class IX and X students to educate 1.2 crore adult illiterate people in Bihar.

The plan will be executed under a five-month literacy campaign 'Sakshar Bharat Yojana' to be launched from November 11 next, according to an HRD official.

Under the proposal, as many as 10.50 lakh class IX and X students will be co-opted as volunteers to teach basic reading and writing skills to the illiterate people in Bihar, Principal Secretary (HRD) Anjani Kumar Singh said.

The fruits of the students' labour in imparting basic education to their illiterate brothers will not go unrewarded as they stood to gain 10 marks in the social science subject in the matriculation examination, he said.

The HRD will launch campaign throughout the state to tap volunteers from the government high schools and impart them basic training to finetune their teaching skills to undertake the task of tutoring illiterate people, Singh said.

Each student volunteer will be tasked to teach 10-12 illiterate persons.

The HRD has also set rolling an administrative infrastructure for implementation and monitoring of the Sakshar Bharat Yojana in Bihar with as many as 250 trainers undergoing an intense training programme at the Directorate of Adult Education for Kendra resource person, he said.

These KRPs will provide training to the panchayat level motivators at the public training centres which will be set up soon at all panchayats in the state, the HRD official said.

A male and a female motivator each have been appointed at each panchayat with an honorarium of Rs 2000 to motivate the illiterate people to learn basic reading and writing skills under the Sakshar Bharat Yojana, he said.

The panchayat-level motivators must have basic knowledge of computers to feed data regarding the number of illiterate adults undergoing literary programme so as funds could be released for sustaining the literacy campaign, Singh said.

Besides, the elected representatives at the grass root level like mukhia and block pramukh will supervise the adult literacy programme, Singh said.

The official said that any wrongdoing on the part of the KRPs, motivators and volunteers (students) will be easily detected as the central government will be directly monitoring the Sakshar Bharat Yojana.

The Sakshar Bharat Yojana will be launched in 35 districts of Bihar on November 11 next to achieve cent per cent adult literacy in the state, he said.

A Shame on Delhi Govt. & Delhi Police

Delhi unsafe for women even during day:
Police may say they are doing whatever they can to ensure safety of women in the capital but a study on rape cases claims that the fairer sex is not safe here even during daytime.

The study, conducted by the Centre for Social Research (CSR), is based on 58 FIRs lodged by rape victims in Delhi between January 2009 and July 2011 and medical legal reports of doctors.

According to the study, as many as seven rapes took place between 6 am to noon, 17 cases between noon and 6 pm and 14 victims were raped between 6 pm and midnight.

"Recently, the Delhi Police Commissioner was quoted by media asking women not to venture out alone at night. But our study clearly shows that a woman is not safe even during the day,"

The study also claims that 18 women were battered in some form or the other every hour across the country with 13 cases of statutory rape (below 10 years) and 18 cases of school or college level girls being raped. The age group of the accused varied from below 18 years to above 50 years of age.

"Despite police claiming tough enforcement and action against the accused, figures show an alarming rise in the number of victims as it was observed that 85 people were accused in 58 cases of rape," said Bhowmick.

A senior Delhi Police official said they were taking adequate measures for ensuring safety of women. "The rape cases are coming down in the capital. There was a 11 percent decline in rape cases in the capital this year," he said.

In most of the cases, it was found that the offender was a close acquaintance of the victim. In 22 cases, the accused were neighbours of the sufferer, in five incidents they were relatives, and in 10 others the offenders were friends of the victims.

An analysis revealed that nine incidents took place in the victim's house, three in a vehicle and 25 other cases in other places.

The victims in many cases do not lodge a complaint out of fear of being stigmatised and of reprisal from the attacker.

Out of the 58 cases, only 27 victims lodged the complaint on the same day, 18 victims lodged the complaint after one day of the rape, and 12 cases came up after more than a day of delay, the study noted.

"We also conducted a study on the status of rape cases at the post FIR stage and we discovered that many families had withdrawn the case due to delayed trials," said Ranjana Kumari, CSR's director.

Accusing police of being lax during daytime, Ranjana said that there was an urgent need to equip the city with comprehensive security measures for women.

"Besides, forming community watch groups, spreading awareness among families and in schools and fast tracking the judicial system to deal with rape cases could help ensure women's safety," Ranjana added.

Salaries of MP politicos zoomed 900% in 15 yrs: Sources

The salaries and perks drawn by the legislators from Madhya Pradesh has recorded a rise of 900 per cent during the last 15 years in stark contrast with the pension assigned to the elderly living under poverty line, sources said.

With the development funds sanctioned for the law-makers going up by 300 per cent, the old living below the poverty line still get a pension of only Rs 275 per month, they said.

Of the measly sum of Rs 275, the state government's contribution is Rs 75, while the remaining Rs 200 comes from the Centre.

In the last fifteen years, the salary of legislators has gone up from Rs 1,000 to Rs 10,000 but because of various allowances, the ministers take home Rs 65,000 per month while the MLAs more than Rs 50,000, they said.

The union rural development ministry in its order dated June 30 created two categories for those getting old age pension under the BPL.

Under this, those between the ages of 60 to 79 get a pension of Rs 200 per month while those above the age of 80 get Rs 500.

The Centre also lowered the age for getting pension from 65 to 60 as it is of the view that those who have reached the age of 60 should get the benefit of social pension.

At present 169 lakh persons above the age of 65 years and living below poverty line are receiving Central assistance under Indira Gandhi National Old Age Pension Scheme.

Families of 9/11 Indian victims still to recover

NEW YORK: It is said that time is the best healer, but not for the Indian families in the US whose kith and kin lost their lives on that fateful September day ten years ago, when the city faced its worst terror attack.

New Jersey resident Arjan Mirpuri's 30-year old son Rajesh was among the 3,000 people who died on 9/11 when two airplanes crashed into the Twin Towers.

"My son did not even work at the World Trade Centre. He had gone there that day to attend a trade show. Before that day, Rajesh had never gone to the WTC. 9/11 became the most unfortunate day of our lives," Mirpuri told PTI.

It has been 10 long years since but the pain and sadness in Mirpuri's voice and expression is still palpable.

"Whatever happened on 9/11 was wrong. It should never have happened. We still feel miserable and upset about the tragic events of the day," he says.

Mirpuri will organise a religious ceremony, now an annual fixture, on 9/11 in memory of his son.

"We have tried to move on in life. We have to accept God's will but nothing can compensate the loss of losing a son in such a manner."

The world may come together to remember the victims of the crash every year on 9/11 but for the Mirpuris, the anniversaries hold little meaning.

"It may be 10, 15 or 20 years but we have to live with the loss everyday single day of our lives. Our son has gone forever. We pray that no parent has to go through such a loss."

Mirpuri says he does not want to get into the political debate of what the countries and governments should do to tackle terrorism.

Why is forensic science stunted and static in India?

‘Forensic Science' is an ornamental and cosmetic utility of the investigating agencies... It is showcased and remembered only when major or sensational crimes occur to satisfy the inquisitive and demanding media and the citizens.

Though the Union Home Ministry claims that a lot of new measures are in place to meet the grave challenges posed by global terrorism by investing huge funds, there is no improvement in intelligence gathering, nor has there been progress in putting into focus the revamping of forensic science by using sophisticated technologies and changing the management policies in the forensic science sector.

As has been happening all these years, ‘forensic science' is an ornamental and cosmetic utility of the investigating agencies which completes the formality of legal process and satisfies the lay public. It is showcased and remembered only when major or sensational crimes occur to satisfy the inquisitive and demanding media and citizens. Compared to other disciplines of science and technology, forensic science is static and stunted in India. It is not being utilised in its own right with the full thrust to help the investigating law enforcement agencies and the criminal justice system. The benefits of improving, regulating and reorganising forensic science vis-à-vis other technologies are obvious as it virtually assists the law enforcement agencies in criminal investigations, provides proactive assistance, enhances internal security, helps criminal justice administration and reduces the risk of wrongful conviction/exoneration.

After the 26/11 attack, based on an article ‘Revamping Forensic Science in India' (The Hindu, May 24, 2008), the Home Ministry appointed a committee to give the ‘Perspective Plan for Indian Forensics' and declared 2010 a ‘Year of Forensic Science' with fanfare. The committee report, submitted in July 2010, is said to have been accepted by the Ministry in toto. However, as it happens with the reports of most of the committees, its recommendations have not been debated widely and implemented. Except the merger of the GEsQD with CFSLS, no worthwhile step has been initiated. The three new laboratories opened in Bhopal, Guwahati and Pune have neither the requisite infrastructure nor manpower. Instead of strengthening the depleted manpower in the existing forensic science laboratories in Chandigarh, Hyderabad and Kolkata, personnel have been transferred from these units for adjustments in the new laboratories. The committee recommended the creation of a large number of posts in a conical pattern and improving infrastructure, as per a fixed schedule, but none of these steps has been taken which could bring about a visible change in the working of the laboratories. Recently, India became a laughing stock when about 30 senior scientists from the CFSLs were sent to the FBI laboratory in the U.S. to learn the latest techniques in forensic science in a week! Really, no useful purpose can be served by this kind of gimmick as nobody can learn anything worthwhile in a week; moreover, a good forensic scientist in India knows and can do what forensic scientists in the FBI laboratory are capable of doing. But what happened here resembles the frequent jaunts of herds of politicians and police officers who are sent abroad on ‘study tours.' On more than one occasion, when sensational terrorist attacks occurred in the past, it was suggested by other sovereignties that they would provide technical help in the area of forensic science, causing much embarrassment and insult to the forensic community.

The oblique suggestion given by the committee to privatise the forensic laboratories is perilous and any compromise will jeopardise the whole criminal justice system in the country. The developed countries are using the private sector to the minimum extent after their federal and State laboratories are fully developed. In India, the forensic laboratories have to first develop fully and then think about involving the private sector.

The basic thing is that these laboratories, which were under the tutelage and grip of police organisations from the beginning, have been forcibly groomed in the police culture for a number of years. Police used and continue to use forensic science if it suits them. As a result, forensic science laboratories have gone astray from the spirit of scientific culture and have never been able to encourage knowledge, creativity, innovation and research.

Forensic science has never been given the freedom to innovate, resulting in stagnation. It is not that India does not have talent. If given freedom, encouragement and infrastructure, forensic science can develop equally well like other branches of science — space, computer, atomic energy, medicine and pharmaceuticals.

In a suitable environment, Indian forensic scientists can perform and deliver as good as their counterparts in any part of the world. A suitable environment can never be produced if you look at forensic science through police spectacles. Even today, the budget for the branch is a microscopic fraction of the police modernisation budget.

There has to be a metamorphic change with the help of strategic management to bring cutting-edge technologies, scientific temperament and culture into the forensic laboratories. The linkages among forensic laboratories, academic institutions and research bodies which are so essential for any field to grow are totally lacking. There is virtually no interaction between scientists in the main stream and the forensic field. This has created an identity crisis and somebody humorously said: “Forensic scientist teaches policing to scientists and science to the policemen.”
